I am somewhat perturbed by the reports which are coming to me of conversations which the Rt. Rev. R.O. Hall is having with officials of the Colonial Office and which are directed towards the amendment of the Revised Grant in Aid Code.

I feel it to be my duty to make it clear that the Bishop does not represent the views of all the Grant Schools, and my personal view that it is in the interest of the Schools and the community that the following guiding principles should be retained:

That the Grant in aid should be assessed on the basis of the difference between school income and expenditure.

That there should be parity of conditions of service (remuneration etc) between the non-European teachers

of Grant Schools and those in Government service.

I am concerned that the Grant Schools primarily should provide facilities for those who cannot afford to pay high fees, and that school subscriptions should not be allowed to exceed fifty per cent of the tuition fees.

I am glad of the opportunity to pay tribute to the unfailing courtesy and helpfulness of the officers of the Education Department which have been of particular value in the post war period of reconstruction.
